Guidance and forms for managers recruiting contractors, agency and casual workers.

Important notice about recruitment 

We have introduced additional recruitment processes and guidelines for hiring managers to be aware of, effective from 1 April 2024. Read more below.

Contingent workers refer to any colleagues who are hired on a temporary basis, sometimes referred to as ‘agency workers’ or ‘temps.’ Sometimes Barnardo’s needs to hire contingent workers to help meet the requirements of delivering services and to cover absences or peaks in workload.  

Contingent workers can also be external consultants or contractors, who we may need to hire for the provision of services or performance of duties to/for Barnardo’s.

Preferred Supplier List

Colleagues must use the Preferred Supplier List to recruit and engage workers. The list includes 14 selected suppliers offering the best standardised rates and all suppliers have access to our referencing requirements, safeguarding pre-engagements checks, and the Barnardo’s Welcome Pack.

Agency worker or ‘temp’ 

The agency worker guidance sets out the process for employing an agency worker via Reed. It also includes the role and responsibilities of Reed and Barnardo’s for managing the agency worker, as well as the agency workers’ rights. 

Reed provides its temporary agency workers with a copy of our Welcome Pack.

Contractor or consultant 

The commissioning managers and prospective consultant/contractor must complete the External Consultants Questionnaire (ECQ). This is to ensure a consultant/contractor’s self-employed status is assessed and verified so that the correct status is determined for tax purposes under the off-payroll working rules (IR35) and all required processes are complete.

Welcome pack

Line managers must ensure a copy of the Welcome Pack (download below) is given to, signed by, and returned to you by: 

  • temporary agency workers who do not come via Reed 

  • contractors/consultants who have been approved via the ECQ process
